A Global Investment Campaign Takes Shape

The Government of Gujarat has launched a fresh international investment outreach campaign ahead of the 11th edition of the Vibrant Gujarat Global Summit (VGGS 2027).

According to an official release, high-level delegations will visit 22 countries during October and November 2026. At the same time, roadshows in eight Indian cities will target domestic businesses, multinational corporations and potential investors.

The Industrial Extension Bureau (iNDEXTb), the nodal agency for the summit, will coordinate the initiative.

The campaign builds on an earlier phase of international outreach that began in August 2026. Chief Minister Bhupendrabhai Patel led a high-level delegation to the United States and Canada, meeting technology leaders, investors and industry bodies in San Francisco, Washington DC and Toronto.

The next phase expands that effort across several major markets in Europe, Asia, the Middle East, Africa and Oceania.

For Gujarat, the objective is straightforward: attract investment, build industrial partnerships and strengthen the state’s position in global supply chains.

The planned international outreach covers Australia, New Zealand, France, Germany, the Netherlands, Finland, Denmark, Sweden, Poland, Japan, South Korea, Vietnam, Malaysia, Indonesia, Singapore, Russia, the UAE, Qatar, Oman, Kenya, Tanzania and Mozambique.

Delegations will conduct sector-specific roundtables and one-on-one meetings with companies, institutional investors and industry bodies. They will also invite business leaders to participate in VGGS 2027.

The engagements are expected to involve multinational corporations, government agencies, chambers of commerce, trade associations, innovation ecosystems and members of the Indian diaspora.

This approach allows Gujarat to make its investment case directly to decision-makers rather than rely solely on a large annual event to generate interest.

Trade agreements are another part of the pitch. India’s expanding network of Free Trade Agreements, including agreements with the UAE, Australia, New Zealand, the UK, the EFTA nations and the European Union, is creating additional avenues for trade and investment, according to the government release.

The broader strategy is to connect these opportunities with Gujarat’s industrial infrastructure, logistics network and growing technology ecosystem.

The international campaign will run alongside domestic roadshows in Guwahati, Lucknow, Bengaluru, Hyderabad, Chennai, Kolkata, Bhubaneswar and Jaipur.

These events will target Indian and multinational companies operating across different regions of the country.

The domestic outreach matters because large investment decisions rarely happen through a single meeting. Companies need access to infrastructure, suppliers, skilled workers, regulatory clarity and reliable logistics before committing substantial capital.

Roadshows provide a platform to explain the state’s industrial priorities and connect prospective investors with government representatives.

Previous editions of the Vibrant Gujarat Global Summit also used roadshows to engage businesses and promote Gujarat as an investment destination.

The upcoming edition seeks to build on that experience while placing greater emphasis on technology-intensive industries and emerging sectors.

Why Gujarat Is Betting on Infrastructure

Gujarat’s investment pitch rests on a combination of industrial capacity, connectivity and policy support.

The state has a substantial port network and a strategic coastline positioned along important international trade routes. It also offers industrial parks, manufacturing clusters and connectivity through projects such as the Delhi-Mumbai Industrial Corridor (DMIC).

Dholera is another major part of the state’s long-term industrial development ambitions. GIFT City, meanwhile, serves as India’s international financial services hub.

Together, these assets support a broad investment proposition spanning manufacturing, financial services, electronics, logistics and clean energy.

The government is also highlighting its single-window governance framework and investor-oriented policy environment.

For companies assessing where to establish operations, infrastructure and administrative efficiency can be as important as incentives. A factory needs transport links and suppliers. A financial services business needs regulatory clarity. A technology company needs reliable utilities and access to skilled talent.

Gujarat’s campaign aims to bring these advantages into a single investment narrative.

The 2027 summit will give particular attention to semiconductors, artificial intelligence, fintech, green energy, data centres and space technologies.

These sectors are central to the state’s effort to move beyond traditional industrial strengths and attract investment in advanced manufacturing and technology-led businesses.

Semiconductors: Building a Manufacturing Ecosystem

Semiconductors are a major focus of Gujarat’s investment strategy.

According to the government release, Micron’s assembly and test facility was inaugurated in February 2026, while Kaynes Semicon’s outsourced semiconductor assembly and test (OSAT) unit followed in March 2026. The CG Power-Renesas OSAT project is also under way.

At Dholera, Tata Electronics is building a commercial semiconductor fabrication facility in partnership with Taiwan’s Powerchip Semiconductor Manufacturing Corporation (PSMC), with Dutch equipment and technology company ASML identified as a partner.

These projects represent different parts of the semiconductor value chain, from fabrication to assembly and testing.

The next challenge is developing a wider industrial ecosystem around them. Semiconductor operations require equipment suppliers, specialised materials, technical services, trained workers and reliable infrastructure.

VGGS 2027 aims to attract these complementary businesses, helping connect large anchor projects with a broader supplier network.

Artificial Intelligence and Space Technologies

Artificial intelligence and space technologies are also among the summit’s priority sectors.

Both depend on specialised talent, research capabilities, advanced infrastructure and collaboration between businesses and institutions.

The summit provides a platform for Gujarat to present its ambitions in these areas and seek partnerships with companies and investors.

However, attracting investment is only the starting point. Long-term success depends on whether announced partnerships translate into operational businesses, employment opportunities and sustained industrial activity.

Fintech and Data Centres: GIFT City’s Strategic Role

GIFT City is a key component of Gujarat’s financial services and digital infrastructure strategy.

According to the government release, more than 1,000 entities operate in GIFT City, employing over 20,000 people. The financial district hosts 38 banks with a combined asset base of USD 100 billion.

Its International Financial Services Centre framework, overseen by the International Financial Services Centres Authority (IFSCA), provides a specialised regulatory environment for eligible financial services activities.

The government is also highlighting single-window clearances and plug-and-play infrastructure as advantages for companies considering operations there.

Utility tunnels, a City Command & Control Centre and a district cooling system form part of the city’s infrastructure offering.

For Gujarat, GIFT City offers an opportunity to attract international financial services businesses while strengthening demand for supporting digital infrastructure, including data centres.

Green Energy: Khavda’s Massive Ambition

Renewable energy is another major pillar of the investment campaign.

The Khavda renewable energy park in Kutch is planned across more than 72,000 hectares. According to the release, the 37 GW solar-wind hybrid project is expected to generate enough electricity to power nearly 18 million homes once complete.

Gujarat’s wider renewable energy capacity also gives the state a substantial base from which to attract clean energy investment.

The government release, citing the Ministry of New and Renewable Energy (MNRE), puts Gujarat’s installed renewable energy capacity at 52.61 GW, accounting for approximately 18% of India’s total installed renewable energy capacity.

The next stage involves building businesses around this capacity, including supply chains, technology partnerships and skilled employment.

VGGS 2027 aims to attract investors who can help develop these supporting ecosystems rather than focus only on headline infrastructure projects.

The summit’s broader ambitions were outlined at its curtain-raiser event in New Delhi on August 30, 2026.

Chief Minister Bhupendrabhai Patel described the summit as a symbol of global investor confidence and a platform for knowledge sharing. He also linked the event to Prime Minister Narendra Modi’s Sapta-Dhara vision, which brings together science, technology and enterprise to strengthen livelihoods, food security, energy security and opportunities for young people.

Deputy Chief Minister Harsh Sanghavi highlighted Gujarat’s industrial expansion, pointing to sectors ranging from semiconductors to ports. He presented the state’s investment environment as one built on 25 years of trust.

At a roadshow in Mumbai, Patel urged industrialists and investors to embrace the message: “Come to Gujarat – Grow in Gujarat – Grow with Gujarat.”

The slogan captures the government’s effort to position Gujarat as a long-term business partner rather than simply a destination for individual projects.

The Vibrant Gujarat Global Summit began in 2003, when Narendra Modi was Chief Minister of Gujarat.

What started with approximately 100 participants has grown into an international investment event involving government leaders, global CEOs, policymakers, institutions and investors.

The 10th edition, held in January 2024, attracted more than 61,000 delegates from over 140 countries and more than 30 partner countries, according to the government release.

VGGS 2027 is expected to build on that scale, with ambitions to expand participation and generate further economic activity.

The upcoming summit also reflects a broader change in Gujarat’s industrial pitch. Traditional strengths in manufacturing, ports and infrastructure remain important, but the government is placing greater emphasis on advanced electronics, digital finance, renewable energy and other technology-intensive industries.

The real test will be what happens after the presentations, meetings and announcements.

Investment commitments must translate into projects. Projects must create productive capacity. And that capacity must generate jobs, business opportunities and durable economic value.

The Vibrant Gujarat Global Summit 2027 campaign is an attempt to connect Gujarat’s existing industrial strengths with the next generation of global investment opportunities.

The international delegation programme will cover 22 countries, while roadshows across eight Indian cities will bring the pitch to businesses closer to home.

Semiconductors, artificial intelligence, fintech, green energy, data centres and space technologies will feature prominently in the summit’s agenda.

Gujarat already has infrastructure and projects that support its ambitions. The challenge now is to convert those advantages into deeper supply chains, stronger technology partnerships and sustained investment.

The summit will run from January 10 to 12, 2027, at Mahatma Mandir in Gandhinagar.

The message to investors is clear. Gujarat wants to attract capital, build industrial ecosystems and strengthen its role in India’s economic future. The outcome will depend on how effectively that ambition becomes reality.

Gujarat’s decision to take its investment campaign across 22 countries and eight Indian cities reflects a practical understanding of how global business works. Investors need more than a stage, a speech and a collection of promises. They need infrastructure, regulatory clarity, suppliers, talent and access to markets.

The state’s focus on semiconductors, fintech, renewable energy and data centres is strategically significant because these industries depend on interconnected ecosystems. One large project can attract attention, but a network of suppliers, service providers and skilled workers creates deeper economic value.
